I just wrote a check for $2,988.48 to Donald R White, Tax Collector, Alameda County. I do this same thing twice a year, and have for the last seven years. I've always found the whole thing slightly puzzling, though.

Why do I make the check out to an individual, rather than just Tax Collector, Alameda County? Who is Donald R White, anyway? Does he even exist, or is he a construct of the county designed to make the whole process feel a little bit less impersonal? Why doesn't he just run off with a bunch of the checks and spend the rest of his life on an island somewhere? Does old Donald ever really see my check, or do his minions handle it?

Well, I answered one question. It seems that he's a real person.

Yeah, every time I make those out I wonder about writing property tax checks to a person. But so far they haven't seized my house so...

Me too! But I've owned my house long enough that it was someone else (whose name I don't remember) before it was Donald R. White.

Huh. In Marin we just make it out to the Marin County Tax Collector (although his name does appear prominently on the property tax bill itself).

EDIT: and possibly the pre-addressed envelopes too, I forget.

It's 'Nelda Wells Spears' out here for us. Saw her name on the election ballot last year, apparently it's an office that gets set by public opinion.

As for why you write it to a person rather than the office/position itself - who knows.. tradition? accountability? fiscal regulation conformity?

It's a electioneering stunt: they have control over how the accounts are organized, so they attach their name. Then they get name recognition and are more likely to get reelected.
